mix horizon.gen.cert (horizon v0.3.4)

This task checks for existing self-signed certificates created by mix phx.gen.cert. If they don't exist it creates them.

It then copies the certificates to the rel/overlays/cert directory, and sets the file permissions to 600.

This allows you to access the deployed project webpage at its IP address over HTTPS without a domain name and letsencrypt certificate.
